Schools across the U.S. frequently confront the issue of bullying among their student population. However, identifying the nature of a specific bullying problem (including its symptoms and causes) in a given school—and implementing solutions that work—is complicated. While research on evidence-based programs is helpful in guiding school personnel toward solutions that have been shown to work in the past, it sheds little light on how those programs or practices were implemented in schools or on the institutional processes, faculty and student body characteristics that made them work.

Bullying has long been viewed as a rite of passage for young people today. But bullying is not a normal part of adolescence and is now appropriately considered to be a serious public health problem with long-term consequences. According to national surveys, the prevalence of bullying in schools ranges from 18-31 percent of school children. In recent years technology has allowed for an additional type of aggression—cyberbullying—which takes place through social media, instant messaging, and other forms of digital communication, with data showing that the prevalence of cyber victimization ranges from 7-15 percent of youth.
Recognizing these public health concerns, a group of federal agencies and philanthropic partners asked the National Academies of Sciences, Engineering, and Medicine to appoint a committee of experts to review the wealth of research on bullying that is now available and identify what else must be done to better understand and reduce bullying... Bullying is wrong and must not be tolerated. The sad reality, though, is that bullying persists in our schools today, especially for America's 6.75 million students with disabilities in our public schools. Bullying raises civil rights concerns under Section 504 of the Rehabilitation Act and Title II of the Americans with Disabilities Act, which are two federal laws that prohibit disability discrimination.

In Howard County, Maryland, we knew we needed to tackle bullying and cyber-harassment, after a few serious incidents focused our attention and raised awareness of these problems in our community. We examined current laws and discussed whether to push for new state legislation. We looked at how our public schools collect reports of bullying and later, how they handle them.
After much study and discussion, we decided on a multi-faceted approach that brings together a variety of community partners and offers a comprehensive way forward. We announced our plan on May 1 and now, are looking forward to seeing the results.

“Student Problem Identification and Resolution of Issues Together” (SPIRIT ) is a service program that CRS delivers to schools across the nation. The program helps schools prevent bullying by focusing on the social tension and conflict that can lead to it, including:Creating a space for teachers, students, and parents to build understanding and trust through discussion Assessing a school’s social climate to see what the general thoughts are on bullying
